However, Bush was the victor in 31 of the 50 states. None of the candidates received a majority of the approximately 105 million votes cast. Bush received 50,456,002 votes (47.9 ) and Gore 50,999,979 (48.4 ). The remaining votes were divided minority candidates Ralph Nader (2.7 ), Pat Buchanan (0.4 ) and Harry Browne (0.4 ).
The 2000 presidential election was the first since Benjamin Harrison in 1888 in which it emerged a winner who did not receive the most votes. It was the first since Rutherford Hayes, elected President in 1876, when the Supreme Court had to take sides. The counting of votes in Florida, which favored Bush in the polls early, was challenged with allegations of irregularities in the voting system. Al Gore, who had recognized the victory of Bush in a phone call, correcting a few hours later.
There were a number of cases in courts on the legality of the counts in individual States and throughout the country. After automatic and manual recount in four states, and with Bush still ahead, the Supreme Court of Florida ordered a manual recount in all states. But the Supreme Court reversed the decision and stop all counts. After the court ruling, Gore repeated his appreciation. Months later, the manual recount of all the states was completed by a group of reporters that would have determined that Bush won in Florida according to some criteria for and against Gore would have lost up others.
